A higher base score generally means that your computer will perform better and faster than a computer with a lower base score. Just run the tool and it populates the current experience index for various categories and also your final index score. The score currently range from 1.0 to 7.9 and you can manually change them and save the data. There is some programs and games which will check the Windows 7 rating as the tool for checking their minimum system requirements. so you can use this tool to edit the values.
You need to run this tool in administrator mode and once you save the values, you can open My computer>properties to view changes and the new score.
