For long time Windows had a sound while booting up and it was called the start up sound and was even available in Windows 7. This sound can also play when Windows logs off or when it shuts down and you could assign all these sounds from Control Panel -> Sound. But this option is now missing in Windows 8.1 and there is no option to set the start up sound directly from the control panel.
These sounds were removed as Microsoft made the booting process in Windows 8 much faster than the previous versions. But you can still enable this option using a free tool called Start Up Sound Enabler.
The app has a simple interface with two options, one is to set startup sound and second one to disable it if you do not require it. The app is a portable tool and can be run without having to install anything.
All you need to do is to hit the “Set Startup Sound” button and select the sound which you want to use as the start up sound. It does the job of creating the script with the sound you pick and setting it up in Task Scheduler automatically.

Actually, Windows 8.1 dos have a start up sound included. I found it in settings. However, there is no shut down sound. My Windows 8.1 shuts down pretty fast, so their isn’t much time for a sound to play.
I hate the Microsoft removed some great Windows 7 features in Windows 8
