Snipaste is a new freeware app for Windows which is a simple, but yet powerful snipping tool for Windows. Once you have downloaded the app, you can easily run it after extracting as it does not require any installation and is portable.
To start the screen capture, press F1 and you get to select the area to capture. Once the capture is done, you get a lot of controls to edit it, add text and annotations. You can also convert text or color info in the clipboard into a floating image window. Such windows can be zoomed, rotated, made translucent, and even made click-through.
